I liked the idea that people without the DLC might be able to use hybrids that contained parts of DLC weapons. I had tried a few experiments and failed, I'll explain further in at first how I attempted and failed, but I had my puzzle solved somewhat when hosting an instant 50 lobby for some friends. Courtesy of Blakwidowstang's gamesave, there were hybrid weapons that did just this. I could wield them, despite not having any DLC content on the Xbox. Perusing the forums a bit I couldn't really find any good explanation of how to do this, so I decided to share the method I found to work effectively.
There are 5 separate sections to this.
**The process is the same for 2 - 5, if all you want is to use a DLC item without DLC.**
1. How to use the DLC items in hybrid weapons.
2. How to simply use DLC weapons without DLC.
3. How to use DLC grenades.
4. How to use DLC Shields.
5. How to use DLC relics.

1. Using DLC Barrels/Parts in Hybrids
So, we're going to use the 12 Pounder, and assume you have none of the DLC actually downloaded on your Xbox. So the 12 Pounder is a weapon from the DLC Captain Scarlett and Her Pirate's Booty.
Here is the code for the 12 Pounder we'll use. BL2(hwAAAAA/dQFBB4IDCSGTLaAgQ3GCsACFGwoIFBUo/v+nIMxBgoLw)
Now I just went straight for the simple attempt, replacing the DLC barrel on the generic Vladof Launcher I made for the tutorial. As you can see this doesn't work. It doesn't let you just replace the barrel with the DLC barrel. See the picture below.
What we must do to use the GD_Orchid_BossWeapons.Launcher.L_Barrel_Torgue_12Pounder barrel on another weapon that ANY user can hold is actually very simple. Instead of replacing one part, the barrel, you can easily just replace every other part on the original DLC weapon, with another weapon. What I mean by this is, you will instead copy every part from the "Rugged Roaster" from Type to Accessory #2 without replacing the Barrel.
RED - As you can see from the first picture, we replaced all the parts on the original 12 Pounder in our bank except the barrel. Without the red warning sign.
BLUE - Preference to change the name from the DLC Title if you prefer.
Obviously this works to stack barrels for hybrid DLC weapons that can be used by non-DLC users, and for several DLC barrel effects in usable weapons.

2. Short and simple explanation. Using DLC weapons as they are normally.
!!!Still must be banked and treated as hybrid weapons!!!
The above explanation is for full on hybrid weapons to contain a barrel effect. To simply make a DLC weapon usable in game for anyone, all you actually need to do to make any DLC weapon usable, and even keep the pink Seraphim text is just replace the Balance with that of a normally accessible weapon.
With the above picture, the Breach Seraphim.
Replace GD_Orchid_RaidWeapons.AssaultRifle.Seraphim.Orchid_Seraph_Seraphim_Balance of the authentic Breach Seraphim, with any other balance in the dropdown that isn't DLC. In the picture we used GD_Weap_AssaultRifle.A_Weapons.AR_Dahl.
Now in game you will have the Breach Seraphim, Pink weapon text and all, despite not having the DLC!

3. Grenades
The way to use DLC grenades is just as easy as weapons. All you need to replace is the Type and Balance (Possibly just balance).
For this example we'll use the Crossfire, a Seraph grenade. BL2(BwAAAAAJDgMFDQvAUBAyWQhgAIMdAwuDB2AGw/9/HUMTwwjDA+A=)
All you need to do is replace Balance.
We replaced types GD_Iris_SeraphItems.Crossfire.Iris_Seraph_GrenadeMod_Crossfire with GD_GrenadeMods.A_Item.GrenadeMod_Standard. While also replacing the Balance of the Seraph item with GD_GrenadeMods.A_Item.GM_Standard.
Example below.

Just like all the above methods, all you are replacing here is the Balance of the shield.
Here is an example of a shield with the balance pre-swapped already. BL2(BwAAAAByagEAF32ggxAyWQFEBIQGRADj/////////z8A4w==)
That's a Captain Blade's Manly Man shield that ANYONE can use!
-------------------------------------------------------------5. Using DLC relics.
As straightforward as all the other sections, all we are replacing to enable a DLC relic like the Might of the Seraph to work without DLC, is the Balance.
Search through relic parts, or paste the codes of other relics into Gibbed's editor to find alternative Balances for relics. Such as GD_Artifacts.A_Item.A_Elemental_Status_Rare.
