Borderlands 2 MacGyver
Ellipse Editor is comprised of many tools, one of which allows you to edit the amount of badass tokens stored on your profile.

Tutorial
Step 1. Create a new folder on your desktop named "Profile Modding" and move the program "Ellipse.exe" into this folder.
Step 2. Create two sub-folders within that folder, one named "Backup" and one named "Modded"
Step 3. Use Horizon to extract your profile to the"Backup" sub-folder you created. If it's not on your USB stick already, follow the steps below.
Step 4. Right-click on the file in the "Backup" folder and select copy. The file will be named something like "E0000109D85AC5AD". Then navigate to the sub-folder "Modded" then right-click and select paste.
Step 5. Open the Ellipse editor you downloaded at the top of the page and select the Borderlands 2 tool.
Step 6. Click open and select the profile in the "Modded" sub-folder.
Step 7. Either use the arrows to modify the Badass Tokens or type the amount you want in manually.
Step 8. Click Save
Step 9. Drag the profile in the "Modded" sub-folder back into Horizon.
Step 10. Select "Save to Device" in the upper right-hand corner.
Step 11. It will ask if you want to "Save changes before transferring?", select yes.
Step 12. It will tell you that the item "Already Exists. Would you like to overwrite?", select yes.
Step 13. Plug your USB stick into your Xbox and sign into the profile you just modified.
Step 14. Enjoy.
Note: If you type in all 9s it will look like you don't have any tokens. Just press A and it will start applying the tokens. During my testing I noticed this and also the amount didn't seem to decrease because I extracted the profile after spending a bunch of tokens and opened with Ellipse and the value was still set to all 9s. Also, I don't know if it's very safe to have that many tokens because I did that with my offline profile.
I've tested it myself and it works well. The developer also said that they don't know how the golden keys are stored yet so there are no plans to implement it as of now.

Go to Settings > Storage > Choose your Storage Device > Profiles > Select the profile you want to modify > Move > It may ask you to sign out, select Yes > Choose the USB stick as your destination device
