Ch2r help!!!

My Ch2r doesn't work..I jus got a new PC not too long ago, it's a Vista, and I was thinking it was because I don't have .NET Framework? So when I go to download any version at all, the Microsoft download page screws me over and says something like " There is no page like this" or some stupid stuff...I looked for mirrors and had no luck..so does anyone know either how to fix my Ch2r, or what my problem really is.
