Because Blizzards CD keys are totally random and they make it impossible to make a keygen.

I meant validation at the counter. Such as scanning the bar code activates to activation number. Lol, kind of confusing. Microsoft requires the cards to be activated at the counter before they can be used.

Nope its not required only the number is otherwise walmart, gamestop/ebgames, target etc. would need to be linked to Blizzard card servers a BIG security flaw, and every bar is linked into the contents of the box. I am curious as to why Microsoft would actually go to such a huge security haul (I assume its for Xbox live/microsft points) they alread made there money when the retail store bought the cards.
