Not with the new version of Modio so just download an older version that includes the CoD 4 Modding tool. If you can not find it then find a download for an old program called CoD Tool. Works like a charm.

All mods work on the level of progress you were on. If you change the level it could shut off a few mods. (Sprint speed stays but walking/unlimited ammo get's taken off)

I used this to complete the game on veteran.

Its a massive pain in the ass to do the mod for each level :P
