What? If MS/Sony decided to use an anti-used system they would land themselves in hot water, a lot of rental companies would lose a lot of custom and they would see a massive drop in profits. Stupid idea was stupid when it was rumoured to be added to the PS3, if they added it not only would these companies lose out but so would MS/Sony because people would mover to the Wii U or stay with the current generation.
Used Game Sales are a double Edged sword for companies, To bad they don't see the benefits of it and only the Potential lost figures. When your game sells 12 Million copies, and you b**** about second hand sells that just stems down to greed.
Well that is a question no one can answer right now. We don't know the layout of the boards and what the software is going to be like. Also when a company ships let's say 1 million units they get paid for them, it is then up to the companies themselves to make a profit by selling them on. Pre-owned sales don't hurt the industry like they are saying because they already have their money. The real damage is from copies where 1 retail disc will be ripped then burnt thousands of times.
The hoax doesn't surprise me. They all know they would lose a lot of their customers if this went into affect. Like iTz Crush said as well, they already make enough damn money. Especially with Microsoft since you have people paying for online.

My thoughts exactly. It's hard for me to hear companies complaining about piracy/used games sales when games like MW3 are selling $1 billion in just over two weeks...
