Need Help With 0x80071A30 Error!

Ok so yea I know I can do a fresh install and get rid of it but I really want to avoid that if possible.
It only happens when trying to install some programs.

It's doing it this time while trying to install XNA framework.
I have tried a fresh windows install and keeping all files etc but that fails aswell.

The error is ERROR_TRANSACTION_ALREADY_ABORTED.
This has been annoying me for a while I have tried many things to fix it so now I'm asking here.

I'm on Windows 8.1


Any ideas?

Try updating your .NET Framework.
First thing I tried lol. I even tried a net framework cleaning tool to completely remove it and re-install it.

Have you tried updating Visual C++.
It wouldn't even let me do that it would just give me the same error. After cleaning out some registry keys and things I managed to reinstall 8.1 and keep all files and apps.

Problem is now solved.
