at first. They get a preview of the new dashboard update. it will be released to everybody eventually as a mandatory update.

the monitor, a hoodie, odst helmet, Recon armor (for avatar of course lol). And you get those for having achievments when you start waypoint

The Update goes live on November 5th. But as of now you have to be in the Xbox Live Preview Program to get Halo Waypoint.
