i have 3.71 frimwire i dont no if its custom or not

you have 3.71 official and wont be able to use these until you downgrade or install custom firmware. your best option from here would be to create pandoras battery so u can downgrade.

i need help with 2 things

first off i have a 3.40 and need to learn how to downgrade

and secondly once i do...how do i get all this stuff i just downloaded
onto my psp????

From 3.40 you have two options:

1. Downgrade using pandoras battery
2. Upgrade to 3.50 and use lumines to downgrade

Once at 1.50 you can install custom firmware. After that all you have to do is read the included readme.txt file for instructions.
