Question about Episodes from Liberty City

A quick question for all that can answer this, when the Fallout 3: GOTY Edition came with all the DLC on disc and allowed everyone to obtain them free is this the same with Episodes from Liberty City because I have been hearing on other forums that it is just a DLC disc. Is this true?

Episodes From Liberty City is a stand-alone game. There is no DLC package on the disc you can take and place on your Xbox 360 HDD to work with GTA 4.
