Placing spartans elites

What mod tools allow me to place spartans and elites in a map. please share

You can use forge, sandbox, and a hex editor.

You just put down an object and switch it to a clone, the tag is biped

Ok, I have Sandbox , but how do I change say a plasma pistol or anything else to a clone.

stop writing in big text it is annoying.

here is what to do.
in forge (the program) open up your map.
scroll down to the tag at the bottom that says weap.click the plus sign next to it to open it.
next scroll down to the weapon you want to switch into a clone.
double click that. now at the right in the item properties (2nd section) there is are 2 drop down boxes. in the left one (you have to do this first.) scroll up (dont type it in) and change it to bipd. now in the right drop down box, change where it doesnt say anything to whatever clone you want.
now where ever that weapon would originally spawn, then a clone of whatever would spawn instead.
