Modding with Forge Help Needed

Okay, I was using the program Forge to mod maps, and I noticed how at the right in the middle it says Design Time Maximum. I believed that this was how many times you can put that certain item on the map. I tried it, but everything was still the same. Does anyone know how to use this feature?

You can't edit it to increase the number of allowed items on the map. It's just there.
