Good concept, and too bad about not encrypting it like you said, but I like the seperate hash and sign for multiple files. You should have used a xml like shade's resigner, for saving the id's that is. All in all though, it's just another resigner, and people will either like it or dislike it over ones they already have, so don't get too put out when they complain

Even if you had 'encrypted' the keys, all microsoft would have to do is resign a file, and they would be able to ban the key used. Nice of you to try though, but all kv's released will be eventually banned, and it will keep going in a circle of ban, release ect.

Actually yours freezes more, and it rehashes the files and every time it does it breaks many of them...

So no, yours isn't the same, and besides you mass signer can't use an external KV either
