if you want to fly a pelican get halo PC and download CE.
then you can just simply download a map that has a flyable pelican and drag it into your map folder

there is a way to ride a phantom turrent out of the second halo 3 mission go look at it at www.youtube.com

You cant on retail and on a dev you can only make a hornet have pelican skin its not the real pelican you fly.
