We can't report him if we don't have proof. If it said it in the game lobby, you can report him exactly for saying that. However if he sent it to you in a message, you alone can report him.

First off there is no such thing as freedom of speech because if u go up to a police officer and say something like that ur going to jail or juvie or if u say something racist or something discrimintor about gays or anything like that you get in trouble.

Are you going to let something said over Xbox Live get to you? Sure, 9/11 was tragic, sure, that dude is a moron, but we need to move on and learn how to fix our problems now, not what happened years ago.
