Halo PC Modding Apps Error

Okay, here is the error ive been getting when trying to open Halo Mapping Tools or Halo Hacker Tools.

I have not known what it was, but until i found out that when i tried to open a program i made in VB, i know it was a Visual Studio thing. So i was wondering, should i uninstall VB and see if this is the problem or what?

You need .net Framework 2.0 to run apps made in Visual Basic.
