you need to ISO mod for multiplayer mods, or find someone with ISO mods

ISO is the image that they burn to a disc to play the game, you need to have a flashed xbox to do it tho... but if u kno someone that has the ISO modded, you can join their game and you'll be able to use them

but if i download one with it can i use it without flashing.
and without iso can i still do offline splitscreen

offline you can mod but no, a flashed xbox is needed for any type of burnt ISO
Also, u can mod nazi zombies for solo play using this TuT
