The building connected by the 2 boards at the marine spawn immediately on the left. There was a guy laying on top of that large wall that is in front of you as you go up the stair case. How do you get up there? vid would help

You walk as far up the broken wall as you can, you'll be able to see over the flat roof. Turn around, and do an RPG jump to get up. Very easy if you can RPG jump.
