is it true that if u beat mile high club on veteran that u can beat the campaign on recruit and get the veteran achievements for them, if so do u have to start a whole new campaign and go all the way through or can u select around different missions. if anyone knows let me know please

No...You can SPG with another profile that has beaten the game on vet. and play on recruit to get the achievements.
