Well if you have an iPhone 3g like i do, then yes, it's possible.
As long as your phone has gps then you can get a good idea of where it may be. However, this usually requires you to have installed some type of tracking software on the phone beforehand.
There may also be a way where emergency services can track your phone but I'm not completely certain.

No, a lot of phones have an internal GPS/tracking function that can be activated by the phone companies in case of theft. However authorities must ask them to active the GPS locator, you can't just call them and tell them to activate it. You should go to your local police station/call them or whatever and file a report and ask them if they could active the locator and get it back for you. As long as you can show proof of ownership and all that they should be able to help you out.

You'd have to have a warrant or some sort of document through the police.
It actually takes a really short time to track phones, even if they don't have GPS. Triangulation is used, where a computer takes the distance readings from the phone to the tower/antenna for 3 cell sites, then calculates the distance from each to pinpoint the location.

actually the phone has an imei, which at the time of connection gets paired up with the serial of the sim card, if the police authorities ever bothered to look, they can trace the imei number of the phone even if it has a different sim. generally in the uk, the network provider bars the imei, so it cant connect to any network. but then again, if you take that barred phone abroad, you can freely re-connect and it will automatically be unbarred. some clever gits also know how to change the imei's thus having full functionality in their home country.

Your cell phone company has logs of what IMEIs have been linked to your account. Even if the SIM card is out, they can track the phone. If they put the SIM card in a different phone, they can track it though the IMSI.

I dont know if it would work.. But maybe go to the company and just tell them that your phone was stolen. They should shut it off.. And if you have a warranty on the phone, they will give you a new one... They did with mine.
