I am guessing it is a gametype in which players start with smaller swords?

Yes. There was a mod on sandtrap in which the sword was small, I haven't seen a Gametype like that though.

Nothing. It just makes the sword look small. And when you are actually carrying it, you see no difference. Its only when its on the ground. A gametype would be pointless.

Their sword may be smaller but my schlong will always be longer :P

Its a sword that doesnt lunge. has infinate ammo. and doesnt actually have any weapon cursor. it IS the sword that is out of ammo if you want an actual answer. and i've already recomended it to him, crisis over :P.
