I don't think there are any emulators out for the DS. The closest thing to a "mod" that you can get is to use the wifi feature to upload homebrew games, and retail game ROMs.

yes, and yes. There's a "game" for the DS lite that acts as a web browser to use on the DS lite (not the original ds). You could technically download that ROM and "play" it. The only other games you can play besides DS games are GBA games, which you use a different piece of hardware to play those. You can buy flash chips online that allow you to flash many games onto the chips. Then you can just place it into a GBA unit or DS unit to play.

^ Very well said. Also the internet browser for ds is called DS Browser (convenient lol) but if you use the rom it won't work unless you have the G6 (i think) flashcart, because the rom/game needs a ram pack which is built into the G6 but if you don't have one then you either buy the game or buy the pack separately which is hard to get.
